Tommy is the bravest baby that the world has ever come across, and that is no joke! Any obstacle that Tommy needs to overcome, he overcomes it as fast as you can say "A Baby's Gotta Do What A Baby's Gotta Do!"
For a one and a half year-old, Tommy is actually quite intelligent, brave and adventurous, even more so than the other babies(ala his friends and even to an extent, Angelica!), but helps them to overcome certain obstacles too!
As nice and as friendly as he is, mess with one of his friends, and you'll be so sorry that you need a fresh diapie(and Tommy has had a few of those in his time, but has never given up)!
Chuckie Finster

Chuckie is Tommy's pessimistic and easily-frightened best friend! Phil, Lil and even Angelica might not be as brave as Tommy, but if anything, there is no one more nervous than "Chuckie Finster"!
Chuckie is frightened and self-cautious of everything that gets in his way, including the "guy on the oatmeal box",and even to an extent, clowns, the dark and Angelica!
However, despite this, Chuckie sometimes eases his easily-scared aspect, and enjoys himself to have a bit of fun, as "being a baby doesn't last forever"!
Chuckie can also occasionally be upset when reminded of the loss of his mother, and has left felt out, including "Mother's Day" and "Rugrats in Paris"! Same thing with Chaz, really!
However, in "Rugrats in Paris", Chuckie gets a new stepmother called "Kira" and to add to the new family addition package, a stepsister called "Kimi"(who Chuckie describes as "another Tommy"!)., who's basically like Tommy's female/Japanese counterpart!
Since then, Chuckie has been really looking out for his stepister(who's practically the same age as she is!), practically just like Tommy looking out for Dil !
Phil and Lil Deville

Phil is one of Tommy's close-friends and the twin sister of Lil Deville.
Phil loves nothing more than to engage in gross activities, and by that, I literally mean: Gross activities! From eating worms to playing in the mud, a mudbath would be his and Lil's "happy place"!
Phil is very similar to Lil, although unlike Lil, Phil is alot more disgusting in comparison, and can often be at times sarcastic, and say what we, as an audience are thinking, except sometimes in "baby talk", which makes it even funnier to the audience!
All in all, Phil might get on with Lil most of the time, but the thing about them that stands out is that they argue for a short matter of time, and calm down in 2 minutes, which is longer than most people, including couples, best friends and siblings, altogether, calm down or even calm down at all! Despite this, Phil still loves Lil, and would be lost without her!
Lillian Marie-Jill Deville

Lil is Phil's identical twin-brother, and another one of
Tommy's best friends/closest friends!
Overall, she is similar to Phil, but there are a few distinctive things about Lil that are different to Phil, that the adults tend to not notice, including Lil's bow-tie on the top of her head, and the fact that she doesn't wear shorts, but instead a regular diaper, and pink shoes!
Like Phil, Lil gets on with Phil most of the time, but sometimes they argue for no more than 2 minutes, despite this, Lil loves Phil alot and would miss him very quickly!
Angelica Pickles

Angelica is the best cousin that anyone could have ever wished for, she's sweet, she's nice, she's compassionate, and extremely polite!
....That is, until the adults are away, then the REAL Angelica kicks in!
Angelica is Tommy's mischievous short-distance cousin that tends to visit and hang out with Tommy and the gang, even though she's reluctant to it!
She tends to be mischievous, crafty, intelligent and manipulative, but despite all this, Angelica is actually a nice girl that means no harm, and does care for Tommy and his friends(Tommy, especially!) more than anyone she actually knows, she's cried when she felt Tommy didn't want her around, and she defended them, when an actual bully picked on them(Angelica plays games where she sees herself as the antagonist the majority of the time), to the point of pushing him on the floor and making him weep!
Angelica tends to carry a doll around her called "Cynthia"(their equivalent to "Barbie" and "Cindy"), whom is her favorite toy and she can't possibly live without it! As well as that, Angelica aspires to be a superstar when she grows up, including a famous pop-singer!
Susie Carmichael:

Susie is Tommy's 3-year old neighbor that moved into their neighborhood in the second season, and somewhat one of his best friends!
For a 3 year old, Susie is quite intelligent, and puts her intelligence to good-use, she pretty much knows about Angelica's antics and knows when she is going to manipulate them, and uses common sense to back Angelica away from the babies!
However, despite this, Susie is probably the only real human friend, outside of the babies, that Angelica has, socially, and due to Angelica's good- natured side(technically, she isn't that bad of a person, she might be mischievous, but she's nice in general!), the two get on very well, probably due to the fact that they are the same age and the only one out of the "Rugrats" gang, besides Angelica, that can socially interact with adults(as the babies keep the fact that they can speak, a huge secret from the adults)!
Dylan "Dil" Pickles

Occupation: Tommy's brother/The Drooler/Drooly(as Angelica playfully calls him)
Dil is Tommy's newborn brother that was first introduced in the show's first theatrical movie!
Despite seeming like a cute and innocent baby, he's not exactly the angelic baby that a nice family could ask for, when he cries, he bawls to the extent of driving Stu, Didi and even the babies themselves crazy!
At first, Tommy sees Dil as the annoyance that is taking his place as the "baby" of his family, and grows jealous of him, but after Stu tells him to be responsible, he thinks differently, until an incident out in the jungle, but after that, grows even more attached to him, and even tries to look after him and educate him on certain aspects of society/life!
Kimi Finster:

Occupation: Second "Braveliest" Baby/Chuckie's Stepsister
Kimi is Chuckie's adventurous stepsister from Japan that Chuckie and his dad, Cha met in France!
Kimi is of Japanese descent, but seeing as her mother worked at EuroReptarland, Kimi lived in Paris for quite some time, until the Rugrats and their parents went on vacation to Paris, and Kira became Chas' stepwife and Kimi became Chuckie's stepsister!
Kimi is pretty much a female version of Tommy himself, except she is older, and not quite as brave as Tommy, but closer to his level than the others! She is also highly optimistic and adventurous, but despite this, Chuckie wants to show Kimi that he's a good, no, great brother to Kimi, and at the end of the day, Chuckie couldn't be happier with not only a new addition to the gang, but a new stepsister!

Stewart "Stu" Pickles

Occupation: Toy inventor/Husband and father of two
Stu is Tommy and Dil's dad who is also a toy inventor, or at least aspires to be the biggest toy inventor in the world!
Believe it or not, it is indeed, the world's bravest baby: Tommy himself, that got Stu into inventing toys, because he feels that Tommy would enjoy toys, made from the hard-working fingers of his father!
Like most lovable American dads, Stu is technically a big-kid himself inside an adult's body, this of course, annoys the heck out of Drew and Didi, due to the fact that it's not really that much of a dependable job and they feel as if he should get a more dependable job to help support his family!
Stu also has a bit of a rivalry with his brother: Drew Pickles(father of Angelica), due to the fact that they are, well, brothers, and they are very competitive towards each other, but outside of all of this, Stu and Drew get on alot of the time and would be lost without each other! After all, what are siblings for?!
And also, despite his shenanigans, he loves all of his family dearly, and would do anything to make them happy, even at his own expense!
Diane "Didi" Pickles:

Occupation: School teacher, Stu's wife and mother of two!
Didi is a Home Economics teacher, Stu's wife, and a mother of two children(who are both babies, coincidentally)!
Didi wants to make sure that she's doing her job properly as a mother, and often looks up to Dr. Lipschitz for advice on parenting, and how to be responsible for bringing up her babies!
An addition to this, is that she is the only adult, besides Charlotte(when she's not busy) and Chas, in the whole Pickles family, or rather the whole show, with common-sense and hasn't lost her sanity(at least yet)! Like Stu, she is a very supportive parent and would do anything for her kids!

Lou Pickles is the eldest member(currently) of the whole Pickles family tree, and essentially, the wittiest adult in not only the whole family, but the whole show!
Despite his old age, he is incredibly young at heart, and adventurous, and even occasionally flirts with women!
He tends to always talk about stuff that goes on in his earlier days, but instead of being the usual "old man" stuff, they are always filled with action and adventure!
Even though the Rugrats can't speak to him, due to the fact that he's an adult/ "growed up", he seems to understand them the most out of the adults and knows how to meet their needs(as Tommy would even say "He's the neatest growed up there is!")! According to Tommy, he is his favorite adult to spend time with, and some of Grandpa's stories even inspire their "adventures"!

Drew is the brother of Stu Pickles, husband of Charlotte Pickles, and father of the show's main loveable antagonist(not really an antagonist, but still!): Angelica Pickles
Drew is a REAL family man, even though Charlotte is the world's biggest workaholic! There's nothing more in the world that he loves more than his family, especially her daughter, Angelica! Despite her mischievous antics, at the end of the day, Drew would NOT trade Angelica for the world!
Although Drew is extremely caring of his family, he and Stu who have been competitive since their childhoods, still can be very competitive, due to the fact that the two have had a minor "sibling rivalry", over the years, but despite this, the two love each other really, and wouldn't trade each other for the world!
To add to this, Charlotte is a workaholic, and sadly doesn't get off to spend time with her daughter, but Drew goes out of his way to spend alot of time with Angelica, especially taking her over with him when he goes to Stu's house! Safe to say, that Angelica really loves her father all the same...
Charlotte Pickles:

Charlotte is the husband of Drew Pickles, sister in law of Didi Pickles, and mother of Angelica Pickles.
She is often seen as caught up in her own work, due to the fact that she's the CEO of MergeCorp, as well as often seen talking to her assistant Jonathan or some business client.
Despite being a workaholic mother, she does try to be a stern mother at the same time, and like Drew, there is nothing she loves more than her beloved daughter, Angelica, and wants her to grow up to be a strong, independent woman, pretty much like how she is!
To add to this, Angelica looks up to her and aspires to be exactly like her, when she is older!
Kira "Watanabe" Finster:

Occupation: Co-owner of the Java Lava Coffee House, with husband Chaz
Voiced by: Julia Kato
Kira is the stepwife of Chaz Finster, stepmom of Chuckie Finster, and biological mother of Kimi Finster!
Formerly married to Hiro Watanabe, Kira and her daughter Kimi used to live in Paris, and they used to work at EuroReptarLand, until the Rugrats went on vacation in "Rugrats in Paris", where she and Chaz first met and got married, and moved into the Finster household!
To add to this, not only is she the new stepwife of Chaz, and Chuckie's new stepmother, but she is also the co-owner of the "Java Lava Coffee House", of which Betty and Chaz work!
As well, Kira is a very nice person, and seems to understand alot about babies(all but their secret-speech, that only toddlers and slightly older kids have to know about, but keep it secretive from the adults!), which is perfect for Chuckie and Kimi(who technically are toddlers, but still)!
Charles "Chaz" Finster

Chaz is the father of the show's "scaredy" cat: Chuckie Finster, and the stepfather of Kimi Finster, and step-husband of Kira Finster!
Chaz is pretty much the older version of Chuckie himself, in addition to being the father of Chuckie, he's one of the few adults that haven't lost their sanity yet, and like his own son, has a fear of clowns!
As well as close friend, Didi, Chaz follows the advice of Dr. Lipschitz in cases of looking after Chuckie, but unlike Didi, Chaz also does things the independent way as well!
Chaz was formerly married to Miranda Finster, who passed away for an unknown reason, but it is hinted that she died from an illness, causing Chuckie to be incredibly lonely, that is, until he gets a stepmother in "Rugrats in Paris" and a stepsister, to add to the Finster family!
In later seasons, Chaz is seen to be the coffee shop owner of the "Java Lava Coffee House", along with Betty(Phil and Lil's mother, and husband of Howard DeVille), and even hires Kira as the co-owner of the coffee shop.

Betty is the wife of Howard Deville, and the mother of the world's two infamous twins: Phil and Lil Deville!
Despite their obvious differences, Didi and Betty are very close friends, and Betty herself is actually a strong and independent woman in her own ways! She might be a woman, but needless to say, she is actually tougher than her own husband, who said that girls were all soft?! Not Betty!
But despite this, Betty cares, and I mean REALLY cares for her family, she is VERY defensive of her twins and if you're messing with them, you're messing with her!
Betty also tends to enjoy sports, even wearing a blue headband regularly.

Howard "Howie" Deville is the quietest adult/"growed" up in the whole entire show! This is probably due to being married to Betty, who isn't exactly the quietest character on the show!(although means well!)
To add to this, Howard is extremely shy and nervous towards others, but despite this, has passive-aggressive tendencies towards Betty. It is noted that Betty kept poking him with her index finger, however, found out that she wasn't doing it to be mean, but because she had a huge crush on him!
Overall, the most mild-mannered adult on the show(next to Didi) and definitely alot more silent than Didi(even though she's the sane one of the family/sane adult on the entire show!)
Taffy

Taffy is Lulu's grand-niece, and is hired regularly later on in the series to look after the 'Rats.
Being optimistic and full of life, she has proven herself to be the best babysitter the Rugrats had, especially including Angelica Pickles herself, who idolizes her(in addition to her own mother), and wants to be exactly like her, in which Taffy is greatful to have her own groupie.
She is also the lead singer of the band: "The Saltwaters", and pretty much loves to sing and play her guitar on a regular basis, in addition to this, she can be clumsy, but noneothertheless, nice.
